MODERNIZING PHILIPPINE AIRPORTS FOR IMPROVED GLOBAL CONNECTIVITY 

 

WHAT 
  • The Philippines is at a critical juncture in addressing its aviation challenges. Ninoy Aquino International Airport (NAIA), the country’s largest and primary international gateway, has been operating far beyond its capacity. With 31 million passengers in 2022 and over 45 million in 2023, NAIA is plagued by congestion, flight delays, and operational inefficiencies. Designed for 32 million passengers annually, the demand for air travel is expected to rise further. 
  • NAIA also suffers from reputational challenges, frequently cited as one of the region’s underperforming airports. Issues such as outdated infrastructure and operational mismanagement have fueled the government’s decision to privatize NAIA operations, entrusting its modernization to San Miguel Corporation (SMC) in collaboration with South Korea’s Incheon Airport. 
  • Simultaneously, the government is advancing the New Manila International Airport (NMIA), a world-class facility designed to accommodate 100 million passengers annually, slated to open by 2027. These developments underscore the Philippines’ commitment to addressing aviation challenges through private sector partnerships and large-scale investment. 
  • Beyond Manila, the Philippine government is making significant investments in regional airport infrastructure to improve connectivity and stimulate economic growth across the archipelago. For 2025, over 130 million USD has been allocated to fund the construction, rehabilitation, and improvement of runways, taxiways, ramps, control towers, passenger terminals, and acquisition of navigational equipment.
