The government has introduced the Asia Silicon Valley Development Plan 3.0 (2025-2028) with the objective of enhancing the export of Artificial Intelligence of Things (AIoT) and increasing investment in startups. The plan specifically focuses on areas such as 5G private networks, generative AI, miniaturized AI technologies, and the development of net-zero emission pilot sites. To achieve these goals, the plan encourages private capital investment and adopts innovative approaches to amplify startup fundraising and exits. The ultimate aim is to nurture more future unicorns, which are startup companies valued at over US$1 billion, establish a strong presence in key international markets, and expedite the expansion of Taiwan's global footprint. By doing so, startups will emerge as a significant driving force behind the nation's future industrial and economic development.

In 2022, benefiting from the 2.0 plan, IoT production value reaches 62 bn USD in Taiwan, investment into innovative startups reaches 2.2 bn USD. In the coming 3.0 plan, the main focus will be on AI, 5G, LEOS and sustainability, incentives on tax, talent recruitment are launched as well for foreign companies.
