The Maritime and Port Development Strategy
What
- The Action Plan on Maritime and Port Development Strategy, issued in 2023, sets out ten strategies for development of the Hong Kong Port, including modernizing port infrastructure
- Given maritime industry's vast market potential for green transformation, the Marine Department is planning to provide incentives for Hong Kong-registered ships that have attained high ratings under the international standards on decarbonisation formulated by the International Maritime Organization. This will involve about HKD65 million in funding.
- The government is conducting a feasibility study to provide green-methanol bunkering for local and ocean-going vessels. Expected to publish an action plan for Hong Kong's development into a green maritime fuel-bunkering centre in 2024.
How
- HKD65M has been allocated for initial measures to attract vessels that fulfil sustainable targets, with plans to encourage green fuel initiatives.
- Hong Kong is following IMO goals of GHG emission reductions of 20-30% by 2030 and 70-80% by 2040
- Explicit goal to automate and digitalize port operations
