The Maritime and Port Development Strategy
What
- The Action Plan on Maritime and Port Development Strategy, issued in 2023, sets out ten strategies for development of the Hong Kong Port, including modernizing port infrastructure
- Given maritime industry's vast market potential for green transformation, the Marine Department is planning to provide incentives for Hong Kong-registered ships that have attained high ratings under the international standards on decarbonisation formulated by the International Maritime Organization. This will involve about HKD65 million in funding.
- The Hong Kong Government published the Action Plan on Green Maritime Fuel Bunkering in November 2024, covering five strategies within the areas of Green Fuels, Green Port, Green Incentives, Green Collaboration, and Green Expertise.
How
- HKD65 million has been allocated for initial measures to attract vessels that fulfil sustainable targets, with plans to encourage green fuel initiatives.
- Hong Kong is following International Maritime Organization goals of GHG emission reductions of 20-30% by 2030 and 70-80% by 2040
- Explicit goal to automate and digitalize port operations
